MyClear's Board Members

Malaysian Electronic Clearing Corporation Sdn Bhd (MyClear) has a eight-member Board of Directors comprising of representatives from Bank Negara Malaysia (BNM) and the private sector. The Board of Directors is primarily responsible for the governance and management of the business as well as to ensure the financial health of the Company. The Board is assisted by three Board Committees, namely the Nomination and Remuneration Committee, Board Risk Committee and Board Rules Committee.


Among others, the responsibilities of the Board are as follows:

  • Formulate and establish the broad policies governing the operations of MyClear.

  • Establish the corporate objectives, as well as to review, approve and guide the formulation of the corporate strategies and business plans, budget and monitor its implementation.

  • Oversee the management of the company business to maintain the corporate performance, involving monitoring of the performance of the institution.

  • Oversee human resource management, performance monitoring of key personnel, succession planning and training programs.

Dato’ Sri Dr Halim Shafie was appointed as a Board Member in 2009 and as Chairman of MyClear since March 2014 . Currently, he is also the Chairman of Malaysian Communications and Multimedia Commission (MCMC) since January 2015.

Dato’ Sri Dr Halim was the Chairman of Telekom Malaysia, a non-executive position he held for close to six years prior to his appointment as Chairman of MCMC. He has also previously served as Chairman of MCMC from April 2006 till May 2009. Prior to that, he was the Secretary General of the Ministry of Energy, Water and Communications.

Dato’ Sri Dr Halim graduated with a Bachelor of Economics (Hons) degree from the University of Malaya in 1972. In 1980, he obtained a Masters Degree in Economic Development from the University of Pittsburgh and in 1988 he obtained a Ph.D in Information Transfer from Syracuse University.

Puan Norzila was appointed as the Board Member of MyClear on 1 December 2008.

She is the Assistant Governor of Bank Negara Malaysia (BNM). Prior to the appointment as Assistant Governor, she was the Director of BNM’s Investment Operations and Financial Market Department where she oversaw the management of international reserve, implementation of monetary policy, treasury risk management and government debt financing.

Puan Norzila began her career at BNM in 1987 after graduating from the University of Western Australia with a Bachelor Degree in Accounting. She has been with the Bank for 22 years and has vast experience in the area of monetary policy, reserve management and financial market development.

Mr Lim Peng Khoon was appointed as the Board Member of MyClear on 2 January 2009.

Mr Lim has more than 30 years of service in the financial services industry with banks in Malaysia and the region. His major achievements involved the infrastructure of the IT payment systems, regulatory development and implementation for the Hong Kong Monetary Authority, and Hong Kong Securities and Futures Commission. He was also in charge of all aspects of the banking service delivery, IT and operational systems support for HSBC’s network of branches and subsidiaries in Malaysia and Hong Kong.

Mr Lim serves as an Independent Director of the Industrial Bank Co., Ltd., the People’s Republic of China, and is consulting for Sacombank Group, Vietnam.

Mr Philip Tan was appointed as the Board Member of MyClear on 2 January 2009.

Mr Tan has an extensive experience in the banking and finance industry with more than 24 years of practice principally in treasury and risk management. He was previously the Managing Director, Vice President and Chief Financial Officer of Emerging Market (EM) Sales & Trading, Asia Pacific of Citibank NA.

His passion in banking and finance had led him to serve the Persatuan Pasaran Kewangan Malaysia as a committee member where he was the pioneer member of the technical committee. He has conducted and spoken at numerous seminars on treasury, risk management and financial market developments to corporations, financial community and central banks including BNM, Bank Indonesia and the State Bank of Vietnam. He also serves Institut Bank-Bank Malaysia (IBBM) as a lecturer and examiner, and is an Associate Fellow of IBBM.

Mr Tan is also a Board Member of Danajamin Nasional Berhad.

Mr Chu Hong Keong was appointed as the Board Member of MyClear on 25 June 2013.

Mr Chu has held various management key positions in HSBC Group where he was the Chief Information Officer at HSBC Bank Malaysia. During his stint at HSBC, he was instrumental in pioneering and transforming information technology and e-business within HSBC Group and his achievements have been acknowledged at national and international levels. Over the years, some of the awards and recognition bestowed on him were CIO Asia Award 2004, Malaysia Prime Minister’s IT Awards, 2002 and 2005 and ICT Achiever of the Year 2003.

Under his leadership, Mr Chu has led the team to establish HSBC Global Technology Centre in Malaysia and to create innovation in bulk cheque deposit scanning machines, world’s first credit card transaction end to end encryption implementation and created the 1st Made-In-Malaysia Cheque Deposit Machine used by all banks in Malaysia.

He currently serves as Chairman, advisory and member in key ICT and banking councils and a sought after speaker at international congresses.

Mr Michael Walters was appointed as the Board Member of MyClear on 1st August 2013.

Michael has 25 years’ experience in payments, cards and financial services. He has worked in both leadership and advisory roles in Asia Pacific, Europe and North America with start-ups through to multinationals, and has deep knowledge of the payments industry across numerous markets.

Michael is currently a Portfolio Manager with ICM Limited, a Bermuda-based fund manager, where he manages investments globally related to payments, transit and telecommunications. Prior to joining ICM, Michael was the Chief Operating Officer at eNett International, a travel-industry B2B payments organization, where he was responsible for marketing, technology, operations and support functions internationally. He joined eNett from global consulting firm Edgar, Dunn & Company, where he was a main-Board Director and consultant with respect to strategy, innovation and infrastructure to a wide variety of payment schemes, processors, financial institutions and vendors, particularly in the Asia Pacific region.

He holds a Bachelor of Commerce degree from Australian National University majoring in management accounting and information technology.

Mr Peter Schiesser was appointed as the Board Member of MyClear on 10 December 2012. He is also the Managing Director of MyClear.

Mr Schiesser spent most of his career with the Australia and New Zealand Banking Group (ANZ) where he held various key positions and established an impressive track record across a variety of disciplines including strategy & planning, product & business development, consumer finance, card services, electronic banking, payment systems, information technology and banking operations.

Prior to joining MyClear, Mr Schiesser served in a General Management capacity with Sacombank, one of the leading banks in Vietnam, where he was instrumental in transforming their Cards Division into a modern and profitable business. Subsequently, as Chief Information Officer, he drove the strategic transformation of IT in support of the bank’s ambitious growth objectives.

Mr Schiesser holds a Master of Business Administration and Bachelor of Applied Science degrees from the Royal Melbourne Institute of Technology (RMIT) in Australia.
